Personal Note: Paul Wells was born in Chicago Illinois. As a small boy his family moved to Florida where he was raised. He became a boy scout and earned the rank of Eagle. As Captain of his high school's swim team he set a number of swimming records in central Florida. In college, Paul Wells earned his BA in Philosophy, and a Masters Degree in International Affairs from Florida State University.
